2023 WYDOT Main Street Rehabilitation Project

History and Background

The City of Sheridan was founded in 1882.  For over 88 years, Main Street's surface consisted of gravel. Trolley cars came into existence in the early 1900's, sidewalks were primarily wood and little to no curb and gutter existed until 1966. The bridge over Little Goose Creek between Dow St and 1st St was built in 1953 with structure repairs being done in 1987. It wasn't until 1970 that Main Street was finally paved. At this time the City of Sheridan placed sewer, sanitation, and water lines prior to paving with concrete. Over the past 50 years, general maintenance and upgrades to sidewalks, curb and gutter, and lighting have been completed, most to meet ADA requirements. 

Below are a few photos from days past. We found photos from the early 1900's, 1914, and the 60's and 70's, portraying some of Main Street's history.

Scope of Work
The scope of the project is as follows:
The resurfacing of 0.56 miles of Main St from Dow St to Burkitt St. The proposed project will include new blended base, new concrete surfacing, selected sidewalk and curb and gutter replacement, ADA upgrades to correct existing deficiencies along with upgrades to traffic signal poles and associated infrastructure (signal cabinets, control boxes, pull boxes, etc.). The City of Sheridan will replace the existing City water transmission, existing sanitary sewer main, and any needed repairs to the existing storm sewer system, and placement or upgrade of various enhancements. 
WYDOT is currently in the Grading and Utility Plans phase of design. The following options are being analyzed for phasing the project. Incentives/Disincentives are being analyzed for this project as well, in an effort to minimize impact to the local businesses. WYDOT, the City of Sheridan, and Federal Highway Administration are working together on time determinations for the following closure options.

Option 1 - One Phase
Close all of Main St from Dow St to Burkitt St and detour all traffic to Brooks and Gould Streets. The sidewalks will remain open with protective fence paralleling work zones. The parade route and Main Street activities for WYO Rodeo week will be relocated.

Option 2 - Two Phases
Close Main St in two phases. The sidewalks will remain open, with protective fence paralleling work zones. Phase I will be approximately April 1 closing Dow St to Smith Alley. Smith Alley to Burkitt St will remain open during this phase. Construction will shut down from July 9 through 16 to accommodate WYO Rodeo week. Phase II will begin following rodeo week with the closure of Main St from Smith Alley to the Burkitt St/ Coffeen Ave intersection. Smith Alley north to Dow St will be open during this phase, with an anticipated completion date of October 31, 2021.

Option 3 - Three Phases
Close Main St in the same order as Option 2, with the exception of adding a third phase from Works St to the Burkitt/ Coffeen Ave intersection.

These closure options are subject to change based on contractor start dates, weather, and schedule.
The City of Sheridan, Downtown Sheridan Association, Sheridan Downtown Development Authority, and the Sheridan County Chamber of Commerce are collaborating on ideas to encourage the public to continue to support the downtown merchants during construction.
