Background

The City Administrator position for Sheridan was established in 2015. The City Administrator is appointed by the Mayor and City Council and serves at the pleasure of that Governing Body in accordance with its Charter Ordinance. This responsibility includes implementation of the general policies set by the City Council in addition to oversight of all City day-to-day operations. The City Administrator, with the assistance of City staff, provides the Mayor and City Council with the information needed to fulfill its policy-making role.

Principal Duties

The principal duties outlined in Charter Ordinance 2202 include:

  • Purchasing agent for the City
  • Administering all laws, ordinances, rules, regulations, and policies and procedures of the City.
  • Supervising the administrative functions of all departments of the City.
  • Managing utilities for the City.

Biography

Welcome to Sheridan Wyoming where we celebrate our past while we make forward progress into the future!  Sheridan is a growing community that has never forgotten what made it great over its nearly 130 years of existence.  Whether it is the WYO Rodeo, Kendrick Mansion, or our historic Downtown Main Street, Sheridan reveres its heritage and how it reflects the City’s Western style and values. 

Sheridan is known for its cutting-edge enterprises such as Weatherby Rifles, Kennon Products, Vacutech, and EMIT while also balancing our many family-owned small businesses throughout our community.  The City is perfectly sized for people to know their neighbors but still live the lives they want to.  Nestled under the Bighorn Mountains and with miles of scenic biking and walking pathways throughout the City, Sheridan balances scenic beauty with rapid access to markets through its close access to I-90, the BNSF Railroad, and the Sheridan Airport (SHR).  UPS and FedEx have distribution centers in Sheridan and the airport hosts daily passenger travel to Denver with its alliance partner, United Airlines as well. 

Add in the numerous fishing, hunting, and camping opportunities located within a short distance along with other local western attractions and one of the richest collections of City-wide public sculpture in the region and it obvious why Sheridan is such a great place to live, work, and play.

I have had the honor of serving as the second permanent Sheridan City Administrator since June 2020.  I retired from the U.S. Army in 2017 after 30 years of service in Europe, Asia, and across the United States.  I hold an undergraduate degree in Mathematics from Montana State University-Billings and a Masters’ Degree in Strategic Studies from the United States Army War College.  My Army career included extensive experience in Intelligence, Logistics, Aviation, and installation (city) management.  I served three years as Garrison Commander (equivalent of City Administrator) for Fort Rucker, Alabama, and another two years as the Deputy Regional Director supervising 13 Army garrisons (cities) across the Pacific. 

"I grew up in one of Sheridan's bedroom communities, two hours north in Billings, Montana.  My wife, Helaine and I now reside in Sheridan, Wyoming.  We have three wonderful adult children, a son-in-law, a daughter-in-law, and two beautiful granddaughters." -
