Development Process

The Planning Division is responsible for overseeing the development process for a wide range of projects including subdivisions, rezones, and variance requests. We work closely with the Engineering Division, Building Division, and Utilities Department to ensure that each development project, no matter the size, meets adopted regulations and is poised for success. 

Below you will find detailed information and useful links related to the development process. 

Step 1: Development Review Committee 

Prior to submitting a development application, we encourage applicants to attend a Development Review Committee (DRC) meeting to help understand the development process, learn about applicable city requirements, and ask questions of staff. DRC meetings are held on Tuesday afternoons from 2-4pm in 30 minute time blocks that are scheduled on a first come, first served basis. To attend a DRC meeting, please fill out an application below and submit it to the Planning Division no later than noon on the Thursday prior to the Tuesday you wish to attend. 

Step 2: Submit Application

Applications are submitted through our online portal, OpenGov. All required documents must be submitted for the application to be considered complete. Fees will be due prior to staff beginning review of the application material. 

If you are a contractor or consultant submitting an application on behalf of the property owner, the owner must fill out a Letter of Authorization giving you permission to act on their behalf for matters related to the application.  

Step 3: Staff Review

Once fees are paid, staff will begin the internal review of the application material to ensure compliance with adopted City code. Review departments generally include Planning, Engineering, Utilities, and Fire.

The 1st round of review comments will be sent to the applicant within 2 weeks of complete submittal. Subsequent rounds of review comments will generally be sent within 1 week of receiving revised documents. 

Step 4: Public hearings

Any necessary public hearings will be scheduled once all staff review comments have been addressed and public notice will be scheduled. Public notice requirements differ for each project type, but generally include at least one legal ad in the Sheridan Press, mailed notice to nearby property owners, and a sign that must be posted on the property. Below are the regular meeting times for the Governing Body and appointed boards. 

City Council Regular Meetings: 1st and 3rd Monday of each month @ 5:30pm
Planning Commission Meetings: 2nd and 4th Monday of each month @ 7:00pm
Board of Adjustment Meetings: 2nd Thursday of each month @ 7:00pm

All meetings are held in the City Council chambers, located on the 3rd Floor of City Hall at 55 Grinnell Plaza. 

Step 5: Approval

Once the application is approved, finalized documents may be required for signatures and recording. Any outstanding fees will be due.
